FBI Sent Hamas Money in Late 1990's WASHINGTON - While President Clinton (news - web sites) was trying to broker an elusive peace between Israelis and Palestinians, the FBI (news - web sites) was secretly funneling money to suspected Hamas figures to see if the militant group would use it for terrorist attacks, according to interviews and court documents. The counterterrorism operation in 1998 and 1999 was run out of the FBI's Phoenix office in cooperation with Israeli intelligence and was approved by Attorney General Janet Reno (news - web sites), FBI officials told The Associated Press. Several thousand dollars in U.S. money was sent to suspected terror supporters during the operation as the FBI tried to track the flow of cash through terror organizations, the FBI said in a rare acknowledgment of an undercover sting that never resulted in prosecutions. "This was done in conjunction with permission from the attorney general for an ongoing operation, and Israeli authorities were aware of it," the bureau said. One of the FBI's key operatives, who has had a falling out with the bureau, provided an account of the operation at a friend's closed immigration court proceeding. AP obtained and reviewed the court documents. Arizona businessman Harry Ellen testified he permitted the FBI to bug his home, car and office, allowed his Muslim foundation's activities in the Gaza Strip (news - web sites) to be monitored by agents, arranged a peace meeting between major Palestinian activists and gained personal access to Yasser Arafat (news - web sites) during more than four years of cooperation with the FBI. Ellen's FBI handler in the late 1990s was Kenneth Williams, an agent who later became famous for writing a pre-Sept. 11 memo to FBI headquarters warning there were Arab pilots training at U.S. flight schools. The warning went unheeded. Ellen, a Muslim convert, testified he was taking a trip to the Gaza Strip to bring doctors to the region in summer 1998 when Williams asked him to provide money to a Hamas figure Williams wanted "the transfer of American funds to some of the terrorist groups for violent purposes," Ellen testified to the immigration court in a closed June 2001 session. At the same time, Clinton and his negotiators were trying to reinvigorate stalled Mideast peace talks, an effort that culminated in the Wye Accords in October 1998. Clinton's national security adviser, Sandy Berger, said in an interview that the White House wasn't informed of the FBI activities. "We were not aware of any such operation," Berger said. Ellen testified the operation ended abruptly in early 1999 when he and Williams had a series of disagreements over the operation, disputes that began when Ellen angered the FBI by having an affair with a Chinese woman suspected of espionage. FBI officials said they tried to get Ellen to end the relationship and his work was terminated for failing to follow rules. Melvin McDonald, the former U.S. attorney in Phoenix who has championed Ellen's cause, said the FBI's abrupt end to the investigation squandered an important intelligence opportunity. "Harry had been a tremendous resource to the bureau," McDonald said. "We did not have that many people like him with connections like that to the Middle East." Former Senate Intelligence Committee chairman Dennis DeConcini, another Ellen supporter, said Ellen's work could have greatly assisted the FBI. "I know some of the wonderful cases and sheer positives the FBI has done. But when it comes to spying and espionage they really screwed up, and I think Harry is one of those cases," the former Arizona senator said. The Justice Department (news - web sites) inspector general is investigating some allegations that came to light in Ellen's case, including that FBI agents in sensitive probes moonlighted at private companies that were using FBI assets or investigative subjects to assist their personal interests. Ellen, stepson of an Air Force intelligence officer, had worked for U.S. intelligence since the 1970s as an "asset," a private citizen paid to provide information or conduct specific tasks. His work started in Latin America and also involved China and the Middle East. Ellen, whose step-grandfather was Jewish, converted to Islam in the 1980s and began helping poor Palestinians. In 1994, he began assisting the FBI Phoenix office, which had become a hotbed of cases involving terrorism and intelligence because of a large, active Muslim population, the proximity to the U.S. southern border and a large concentration of aerospace companies. Ellen testified that by 1996 his humanitarian work, monitored by the FBI, had won him unprecedented access to Muslim militants from groups fighting for Palestinian independence, including Hamas. In a rare meeting Ellen organized, he testified, the major groups created an informal alliance to ensure safe passage to any foreigner providing humanitarian assistance. Ellen was named a spokesman and met several times with Arafat. Ellen also created a foundation named al-Sadaqa to further his work by bringing sewing machines, eyeglasses and other assistance to Palestinians. Impressed by the extraordinary access, Williams insisted the new foundation be funded in part by the FBI, Ellen testified. In an interview, he said he agreed to help the FBI "not as a snitch but as a good American." "I agreed to cooperate with the FBI in the facilitation of the peace process that would lead to an independent Palestinian state, stopping the half-century of violent and oppressive occupation," Ellen said. "During that period of time I never did anything nor would I cooperate in any way to harm the Palestinian or Israeli people." He testified that Williams provided him between $3,000 and $5,000 in the summer of 1998 and instructed him to give it to a Hamas figure named Ismail Abu Shanab, who was killed earlier this year by Israeli forces in retaliation for a Hamas terrorist strike. "He (Williams) said they (the dollars) would be for terrorist activities," Ellen testified. Abu Shanab distributed the money to Palestinian orphanages and health care facilities, he said. Ellen testified that Williams told him he hoped the transfer would lead to more money exchanges through terror groups but Ellen refused to earmark money for terrorism. He testified he later learned another FBI operative had offered Hamas and Palestinian figures larger amounts for terrorist attacks. The court testimony shows Ellen allowed his home, office and car in Arizona to be bugged so the FBI could listen, without a warrant, to visiting Palestinians or Americans if they discussed illegal activity. The FBI said it commonly uses such recordings. "Consensual monitoring does not require a warrant. In cases where the FBI conducts consensual monitoring, the one party is aware he is being recorded," it said. One of those to visit Ellen in Arizona was Palestinian Gen. Mahmoud Abu Marzouq, an Arafat ally who oversaw Palestinian civil defense. Marzouq became involved with Ellen's foundation and later wrote a letter praising him. "The United States will, in my opinion, lose a valuable opportunity for communication in the Middle East if Abu Yusef (Ellen's Muslim name) is further restricted from his honorable efforts for the part of the widows, orphans and handicapped and the elderly in Palestine," Marzouq wrote. __________________________________________________________

Rumsfeld, U.S. Secretary of Defense, be so sure that there will be more terrorist attacks against the American people and civilization at large? Because these attacks will be instigated at the order of the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense. This astonishing admission was buried deep in a story which was itself submerged by mounds of gray newsprint and glossy underwear ads in last Sunday's Los Angeles Times. There--in an article by military analyst William Arkin, detailing the vast expansion of the secret armies being massed by the former Nixon bureaucrat now lording it over the Pentagon--came the revelation of Rumsfeld's plan to create "a super-Intelligence Support Activity" that will "bring together CIA and military covert action, information warfare, intelligence, and cover and deception." According to a classified document prepared for Rumsfeld by his Defense Science Board, the new organization--the "Proactive, Preemptive Operations Group (P2OG)" -- will carry out secret missions designed to "stimulate reactions" among terrorist groups, provoking them into committing violent acts which would then expose them to "counterattack" by U.S. forces. In other words -- and let's say this plainly, clearly and soberly so that no one can mistake the intention of Rumsfeld's plan -- the United States government is planning to use "cover and deception" and secret military operations to provoke murderous terrorist attacks on innocent people. Let's say it again: Donald Rumsfeld, Dick Cheney, George W. Bush and the other members of the unelected regime in Washington plan to deliberately foment the murder of innocent people--your family, your friends, your lovers, you--in order to further their geopolitical ambitions. For P2OG is not designed solely to flush out terrorists and bring them to justice--a laudable goal in itself, although the Rumsfeld way of combating terrorism by causing it is pure moral lunacy. (Or should we use the Regime's own preferred terminology and just call it "evil"?) No, it seems the Pee-Twos have bigger fish to fry. Once they have sparked terrorists into action--by killing their family members? luring them with loot? fueling them with drugs? plying them with jihad propaganda? messing with their mamas? or with agents provocateurs, perhaps, who infiltrate groups then plan and direct the attacks themselves?--they can then take measures against the "states/sub-state actors accountable" for "harboring" the Rumsfeld-roused gangs. What kind of measures exactly? Well, the classified Pentagon program puts it this way: "Their sovereignty will be at risk." The Pee-Twos will thus come in handy whenever the Regime hankers to add a little oil-laden real estate or a new military base to the Empire's burgeoning portfolio. Just find a nest of violent malcontents, stir 'em with a stick, and presto: instant "justification" for whatever level of intervention/conquest/rapine you might desire. And what if the territory you fancy doesn't actually harbor any convenient marauders to use for fun and profit? Well, surely a God-like "super-Intelligence Support Activity" is capable of creation ex nihilo, yes? The Rumsfeld-Bush plan to employ murder and terrorism for political, financial and ideological gain does have historical roots (besides al Qaeda, the Stern Gang, the SA, the SS, the KGB, the IRA, the UDF, Eta, Hamas, Shining Path and countless other upholders of Bushian morality, decency and freedom). We refer of course to Operations Northwoods, oft mentioned in these pages: the plan that America's top military brass presented to President John Kennedy in 1963, calling for a phony terrorist campaign--complete with bombings, hijackings, plane crashes and dead Americans--to provide "justification" for an invasion of Cuba, the Mafia/Corporate fiefdom which had recently been lost to Castro. Kennedy rejected the plan, and was killed a few months later. Now Rumsfeld has resurrected Northwoods, but on a far grander scale, with resources at his disposal undreamed of by those brass of yore, with no counterbalancing global rival to restrain him--and with an ignorant, corrupt president who has shown himself all too eager to embrace any means whatsoever that will augment the wealth and power of his own narrow, undemocratic, elitist clique. There is prestuplyeniye here, transgression, a stepping-over--deliberately, with open eyes, with forethought, planning, and conscious will--of lines that should never be crossed. Acting in deadly symbiosis with rage-maddened killers, God-crazed ranters and those supreme "sub-state actors," the mafias, Bush and his cohorts are plunging the world into an abyss, an endless night of black ops, retribution, blowback, deceit, of murder and terror--wholesale, retail, state-sponsored, privatized; of fear and degradation, servility, chaos, and the perversion of all that's best in us, of all that we've won from the bestiality of our primal nature, all that we've raised above the mindless ravening urges and impulses still boiling in the mud of our monkey brains. The
myth machine What about Hollywood making a film called Operation Cyclone, telling how the CIA trained Islamic terrorists and starring Bruce Willis as Bush? I sat down the other night to watch Mai Masri's film Frontiers of Dreams and Fears. It was on videotape; like most of her remarkable work about the Palestinians, ten films in all, it has not been shown in the cinema or on television in this country. From Shatila refugee camp in Beirut and Dheisha camp in Bethlehem, the film tells the story of two refugee girls and their journey to the chain-link fence that divides their homeland and separates them from each other. It is a rare glimpse of the truth behind the relentless news from Palestine. I watched it on the night the Oscars were shown, and during pauses in the video, images of Hollywood intervened: unctuous and jingoistic actors, and clips from blockbusting money machines that are the exact opposite of Mai Masri's truth. Perhaps the Oscars seem a harmless circus: until you stop and think of what they represent. David Puttnam, the Oscar-winning producer, raised this question in the Guardian recently. He described the failure of popular cinema to reach out to the "millions of young people [who] are growing up in refugee camps" and "the potential for a devastating explosion". He added: "If we [in the west] simply become manufacturers of films which rely on technology, special effects, emotional simplicity and so on to portray the world, then I fear that the dislocation between mainstream cinema and any perceptible reality will simply become too great - with consequences which will affect us all." The dislocation is now so great that the cultural propaganda that was always Hollywood accounts for more than 80 per cent of the films seen in Britain and many other countries. The power of their message about "the American way of life" is such that it seems we are back to the post-Second World War era when the American business establishment promoted a paranoia about enemies within and abroad. Foreigners fell neatly into categories of worthy or unworthy: for America or against America. In Hollywood, history was reduced to screen "epics" such as Exodus, in which worthy (Jewish) refugees settled in the Holy Land and unworthy Palestinians, made refugees in their own land, were invisible. These dispossessed people are now portrayed in American action movies, along with other Muslims, as terrorists. Following the Vietnam war, in which around five million Vietnamese were killed during the American invasion, and their land was destroyed and poisoned by American weapons of mass destruction, Hollywood came to the rescue with a string of Rambo-and-angst films that invited the audience to pity the invader. These films provided a cultural purgative that helped clear the way for America to mount other Vietnams - in El Salvador, Guatemala, Nicaragua, Panama, Somalia and elsewhere. The current "war on terrorism" is underpinned by the same Hollywood caricatures. Films like Black Hawk Down, which promotes a mendacious version of America's killing spree in Somalia, act as cultural "softeners" before the bombing starts again for real. Even in finely crafted films like The Deer Hunter and Platoon that look as if they might break ranks, there is an implicit oath of loyalty to imperial culture. This was true of Three Kings, a movie that seemed to take issue with the Gulf war, but instead produced a familiar "bad apple" tale, exonerating the militarism that is now rampant. So dominant is Hollywood in our lives, and so collusive are its camp-following critics, that the films that ought to have been made are unmentionable. Name the mainstream movies that have shone light on to the vast shadow thrown by the American secret state, and the mayhem for which it is responsible. I can think of only a few: Costa-Gavras's Missing, which was about the destruction of the elected government in Chile by General Pinochet's puppet masters in Washington, and Oliver Stone's Salvador, which made the connection between Reagan's Washington and El Salvador's death squads. Both these films were quirks of the system, funded with great difficulty and, in the case of Missing, dogged by vengeful court actions. The slaughter of up to 8,000 urban poor in George Bush Sr's attack on Panama in 1990 would make a fine action movie. And why not a sequel to Black Hawk Down, this time with the 8,000-10,000 Somali dead (a CIA estimate) who were airbrushed from the original? Or how about a David and Goliath epic set in modern Palestine, with young Palestinians facing down American tanks and warplanes operated by Israelis? "The appalling images of [11 September] had all the resonance of a contemporary Hollywood movie . . ." wrote David Puttnam. "The temptation to try to comprehend these images in cinematic terms was a testament to the power of film. But the analogy felt entirely inadequate . . ." That may be true if you rule out film-making that allows us to comprehend why 11 September happened. The title of such a movie could be Operation Cyclone, the code name the CIA used when it set up an Islamic terrorist organisation in 1979 on the secret order of President Jimmy Carter. Funded by $4bn of American taxpayers' money, the tutors of Operation Cyclone trained terrorists at camps in Pakistan and in Virginia, and recruited them at an Islamic college in Brooklyn, New York, within sight of the fated twin towers.
