Tax revenue out of control
The 2005 financial year Budget outcome was published on Friday, with a final surplus of $13.6 billion. That means the estimate in the May federal Budget was out by more than 50 per cent, or 4.4 billion. Now that's bad enough, after all it was only a month before end of the financial year. That sort of error in the corporate world would see the chief accountant counselled, if not sacked. But in the government world he'll be made chief executive.
But the worst thing is that the Government's spending is out of control. Not only is the surplus exceeding all expectations, but also government departments are spending as if they have a duty to get the surplus down against a tsunami of tax revenue. In the financial year just ended spending increased by 7.5 per cent, or 5 per cent in real terms. That's close to the largest increase in Government spending in history.
It's not just the Australian conservative, supposedly small, government party that's doing it. The Republican Administration of President George W. Bush has also increased spending by 5 per cent, in real terms, every year since 2001. The only time that has been exceeded in the US was during Lyndon Johnson's Great Society of the 1960s, and it was only just. The difference between Bush and Howard, of course, is that the Australian Budget is in surplus. But neither of them is showing fiscal discipline. In Australia the tax reforms of 5 years ago have resulted in an inundation of tax revenue, beyond even the capacity of government departments to spend it. So don't worry about that Future Fund to stash the surpluses, cut taxes.

Fixing Australia's Tax Fiasco
Every promised tax cut has been an outright lie. Every balanced budget has put us deeper in debt or stripped us of assets and income. Here is the truth about our tax cuts.

Any tax can be set at a level that will raise the $200 billion needed to run a country the size of Australia. The taxes we have are structured so the lawyers, accountants, media giants, politicians and senior public servants can "legally" dodge them - while we, the pheasants are hounded to get the largesse needed to pay their share and ours.
We don't need a new tax system. We have too many now. If we set out to retain only one tax that is fair we will be richer and endure less bureaucracy.
If we drop a tax that takes $1 billion off the people we will need to increase the tax we retain by half that $1 billion because the bureaucracies needed to collect the tax we drop wil no longer be there consuming 50% of what they take in. The investigators will go. The courts will no longer deal with tax dodgers and our jails won't house tax evaders at our expense.
We can gradually get rid of income tax, GST, company tax, capital gains tax, deeming, fuel tax, liquor tax, tobacco tax, superannuation levies etc. ALONG WITH tax audits, annual tax returns, business activity statements, accountancy fees, and stocktakes. We will all be richer and less stressed.
I am suggesting that we retain Wholesale Sales Tax. It is the one tax nobody can dodge. It can be set at any level to gradually compensate for lost revenue from other useless taxes. We can divide the income so the federal responsibilities are funded and give the reminder to the states on a per capita basis so ALL state taxes, licences, permits and fees can be abolished. This will emasculate the major parties who use federal funding to boost states where their party is in power and state funding to boost popularity in electorates held by their members.
We can legislate so councils can only charge rates for services provided and put an end to the Unimproved Property Valuation farce which victimises those with a house but little income.
There will be job cuts in the Australian Tax Office but, if we do it gradually, we can put our persecutors into jobs where they produce something other than misery for those who earn their keep.
Australia is a country destroyed by decades of political manipulation and treachery. This is exemplified in the deceitful booklet issued by the current Government entitled “Tax Reform, not a new tax, a new tax system”, a grubby attempt to influence the populace towards a GST.
Page 3 contains the false statement: “The new tax system begins in July 2000.” How incredible to state that the tax system will start when it has not even gone before Parliament, let alone been enacted.
Even worse is the hypocrisy of the statement on page 1 that “... there are many people who aren't paying their share at all”. How can the Treasurer authorise such disinformation when company tax evasion is rife, as evidenced by the following facts.
1. The Auditor General stated in the Australian of February 16th that “40,000 companies may be avoiding tax by shifting profits off-shore.”
2. Jim Killaly of the Australian Tax Office stated on ABC Radio National on April 3rd: “There are 4,300 large foreign corporations that pay no tax in Australia”, and that “there are another 4,000 or so foreign companies that pay little or no tax in Australia by means of transfer pricing and various tax havens”.
3. In the Sydney Morning Herald on the 28th October, 1996, Jim Killaly reported that since 1953, when the Double Taxation Bill was enacted, “multinationals have paid little or no tax”.
4. The 1995-96 Taxation Revenue report from ABS demonstrates that Australians, while owning 10% of business, pay 91% of the tax burden, while foreign enterprises, which own 90% of business, only pay 9% of tax revenue.
The people of Australia are being treated with contempt while John Howard and Peter Costello serve their globalist masters.
