Cooperative Format : In hexagram 16 resistance can be overcome through enthusiasm and foresight, for one to be eventually accepted; a time for planning. Hexagram 16 is the specific expression of 37 Rigid Structuring (Family)
(34 and 20 symbolize the total acceptance of an individual within society such that their mere presence can influence. 16 and 9 symbolize resistance to an individual and how to overcome it - here foresight emerges from a generic context of problem-solving and firming belief)
Oppositional Format : Hexagram 16 manifests thunder in darkness.
Structural Relationship (Being) : Hexagram 16 is the opposite of hexagram 09 where the focus is upon making small gains to become influencial as compared to 16 which plans things first.
Temporal Relationship (Doing) : The Goal of 16 is hexagram 11 (or 'how do I 11? - 16' - how do I harmonise/balance? - plan from the beginning with enthusiasm)
Five-Phase Relationships : The trigram of Earth reflects Filtration (through belief, given rules). The trigram of Thunder reflects raw Production. Filtration through raw production is expressed in planning, foresight, and enthusiasm.
16 is the goal of 51 (or 'how do I 16? - 51' - how do I plan, enthuse? Be aware of all possibilities, start-out affresh.)
Referring to the Quality Matrix below, the raw context from which hexagram 16 derives is described by analogy with hexagram 35, a focus on bringing 'something' into the light and so progressing. Once within hexagram 16, base level is described by analogy with the general nature of hexagram 21, Problem Solving (Biting-through), in that hexagram 21 is linked to the bottom line of hexagram 16 and expresses the general focus on solving problems through planning. The development path of qualitative expression works up through the lines of hexagram 16 where at line 5 it is best expressed by analogy to hexagram 12, Neutralising, where the intent of the development is to avoid/neutralise issues through enthusiasm and planning. This 'planning' need is finally transformed at the peak of the hexagram, line 6, into the expression of Foresight.

Referring to the Quality Matrix above, the worst hexagram 16 can reflect is an under-exaggeration of the notion of progress, hexagram 35. The best hexagram 16 can reflect is described by analogy with an over-exaggeration of the qualities of hexagram 05 - reflecting the establishment of relationships for later use.
By introducing this hexagram as context, you can change a state described by any other hexagram into a state described by hexagram 35. To make a state associated with another hexagram transform into this state, introduce hexagram 35 as context.
The emphasis is that by introducing a context of planning and foresight so progress is made. Reciprocally, a context emphasising progress leads to the emergence of planning/foresight.
It is important to remember that, when using transformative methods, the more lines requiring change, the more energy required when attempting to introduce a different context. It may therefore be of benefit to work on existing changing lines and achieve your goal in steps rather than attempt, for example, a six-line change all at once.
To 'go with the flow', any hexagram that is changing into hexagram 24 reflects an influence of 16 on that hexagram in that the 'flow' is in hexagram 16 and as such this reflects the need to adapt to that flow and so take-on the properties and methods of 16.
